Lowell Community Charter Public Schol Screening and Identification Process

Step One:  Establish Procedures in accordance with department guidelines

The school has put into place the following key components to ensure a clear and valid EL identification process:

  • All staff involved with the administration of the Home Language Survey will be trained on the purpose and intended uses of the HLS. The HLS is not to confirm citizenship status or pre-determine ELE services. 
  • Staff will be trained on the procedure for analyzing HLS results. A potential EL is a student whose home language indicates a language other than English is spoken at home by the student or the student’s guardians.
  • Edwin Analytics data will be reviewed for all incoming students to ascertain prior EL status including FEL status if applicable.
  • All screening results will be housed within the EL cumulative folders.
  • The ELL Team will be in charge of all student testing and parent notification letters. The ELL Director will ensure staff is properly trained.

Step Two:  Administer the Home Language Survey and Notify Parents

  • The Home Language Survey (the school uses the department form) will be administered to all incoming students. The Home Language Survey will be made available in all languages including but not limited to English, Khmer, Spanish and Portuguese. When needed, a staff member is present to help facilitate the completion of the home language survey in the preferred language.
  • The Home Language Survey will be reviewed to determine whether or not testing is required.
  • If testing, the parent notification letter (the school uses the department form) will be sent home including a translated version if requested. This letter will be sent home no later than 10 days from the first day of enrollment in the school.  Letters should be sent home prior to ELE screening.  This letter will notify parents of the following:
    • Description of the purpose, method and content of the available ELE programs
    • Information regarding parents’ right to choose an ELE program among those offered by the district
    • Information regarding parents’ rights to to request a new language acquisition program in accordance with the law
    • Information regarding parents’ rights to visit an ELE program in the school
    • Information regarding the parents’ right to withdraw a student from a language acquisition program
    • Information about meetings and committee for parents to learn about the ELE programs offered

 

Step Three:  English Language Proficiency Screening

  • The district screens every newly enrolled student who HLS indicates that there is a language other than English spoken at home.
  • The following exceptions to testing are in place
    • Students who were previously classified as ELs and were then reclassified as FELs in their former district. These students would then be part of the school’s FEL monitoring process
    • Students who transferred from another MA district and did not qualify as ELs given the English proficiency screening assessment
    • Students who transferred from another MA district or WIDA state and have ACCESS results from the previous year
  • The following instructions are utilized for screening English proficiency

  

Step Four:  Review of EL Screening Results and Determining Placement

Note:  Students whose HLS indicates a language other than English but who were not classified as ELs based on their Listening and Speaking results in the first half of kindergarten year, may take the Reading and Writing components of the WIDA Model in the second half of the Kindegarten year to determine whether or not they should be classified as an EL.

Step Five:  Notify Parents of Screening Test Results and Placement Decision

  • The school will provide parents of ELs identified for participation or participating in an ELE program with a notification letter within the first 30 days of the school year. If a student enrolls mid-year, notification will be provided within the first two weeks of the student’s enrollment in an ELE program. 
  • The parent notification letter will be available in all languages including but not limited to English, Khmer, Spanish and
  • The school will use the state notification letter including the following information:
    • Reasons for identification and the need for the child’s placement in an ELE program
    • Child’s level of English proficiency and how such level was assessed
    • Methods of instruction used in the program in which the child is or will be participating and the mothods of instruction used in other available programs
    • How the program in which their child is or will be participating will meet the needs and strengths of their child
    • How the program will specifically help their child learn English
    • Specific exit requirements from the district’s ELE program
    • How the district’s ELE program meets the objectives of IEP of the child
    • Information pertaining to parental rights
