Friends of Lowell Charter Community Public School
The Friends of LCCPS is a mission-driven 501 (c)(3) non-profit organization created by parents and community members who wanted to ensure that LCCPS would have the necessary funds needed to operate and grow a high expectations school.
Since its inception, the Friends of LCCPS has raised tens of thousands of dollars for the Lowell Community Charter Public School.

Glenn Mello, GM Insurance
Richard Chavez, Board Chair
Richard Chávez is a founding board member of Lowell Community Charter Public School. He is Vice President/Commercial Lending at Enterprise Bank and Trust Company. He has worked in rural development for the U.S. Department of Agriculture in Tavares, Florida. His prior banking experience includes positions at First Essex Bank in Lawrence and at Grove Bank in Chestnut Hill. He volunteers for numerous nonprofit organizations including but not limited to Lowell Small Business Assistance Center, Lowell Community Charter School, and the Lowell Rotary. Richard is the producer and director of a Latin American radio program on WUML 91.5. He and his family lives in Dracut, MA.
Suzanne Frechette (Vice-Chair)
Suzanne is a long-time friend of LCCPS. Suzanne was the Site Director of the International Institute Lowell. Before joining the staff of the International Institute, Ms. Frechette served as the Deputy Director at the Coalition for a Better Acre. Before joining CBA, Suzanne worked for several non-profit organizations in Lowell, including the Greater Lowell Community Foundation, Habitat for Humanity of Greater Lowell, and Rebuilding Together Lowell, where she served as Board President. She spent more than 20 years working in state government in the areas of administration and finance. She received her undergraduate degree from University of Massachusetts Boston and a law degree from Suffolk University Law School. Suzanne is also the Treasurer of the Non Profit Alliance of Greater Lowell and serves on the Board of the Mass Nonprofit Network.
Brian Campbell, Board Treasurer
Brian Campbell is the Chief Financial Officer for Catalano Companies in New England. He brings knowledge and expertise of finance and operations to the Friends of LCCPS. Catalano Companies, Brian was the Chief Financial Officer for Lynnway Automotive Auction in North Billerica. Previously he served as the Director of Finance and Operations for the Academy of Notre Dame de Namur and the Director of Finance and Operations for Lowell Community Charter Public School from 2009 to 2011. Brian received his MBA from Rivier College in NH and his B.S. in Education from Old Dominion University in 1978.
Catherine Burdt, Board Secretary
Catherine Burdt served on the LCCPS Board of Trustees before joining the Friends of LCCPS. Ms. Burdt is a Senior Product Manager in Pearson’s Learning Technologies Group, working with development and business teams to build next generation products for K-12 and higher education. She manages Pearson Core Platforms internal communications and business intelligence, working with Pearson’s learning platforms and the businesses that are built around them. She holds an Ed. M. in Educational Technology from Boston University and lives in Lowell, MA with her husband, Dale, a public school teacher.
Roman Jaquez is a founding board member of Lowell Community Charter Public School. Roman works as a Design-Verification and Testing (DVT) principal engineer for the software R&D EMC Corp where he has been for the last 20 years and manages a small group of engineers. He is one of the founders and previous chairman of LCCPS and a member founder of the Latino STEM Alliance in Boston. He is also a co-founder of the Instituto de Talentos y Prodigios, Inc in the Dominican Republic to advance education reinforced by ethics and character development for the gifted and talented. Roman lives in Lowell with wife Charo and currently he is a doctorate candidate in education.
Elkin served as the Chair of the Friends of LCCPS for four years. His personal and professional knowledge and network of contacts in the area of community development extends beyond the Merrimack Valley. In addition to expertise in Residential Lending, Elkin Montoya offers the additional benefit of his experience in Business Banking. He is a licensed mortgage originator with over 20 years in the mortgage industry. Elkin has served as President of the Coalition for a Better Acre. Elkin is a Member of the Board of Directors for the Boys & Girls Club of Greater Lowell for the past three years, the Lowell Rotary Club for the past 15 years, the Cultural Organization of Lowell for the past three years, and Mill City Community Investments for two years. Fluent in Spanish, Elkin is a long-time resident of Lowell.
Lowell Community Health Center
Ama works at the Lowell Community Health Center as a Quality Analyst. Prior to LCHC, Ms. Sam worked as a project manager at Tallman Eye Associates. Ms. Sam was a Medical Doctor in Ghana before she moved to Lowell in 2010. Ms. Sam earned her BSc in Human Biology and a MBChB in Medicine and Surgery in Ghana. She also holds a Graduate Certificate in Healthcare Management from UMass Lowell and is currently enrolled in a Masters Program in Health Informatics and Management at UMass Lowell. Ms. Sam is also a Notary Public and lives in Lowell with her husband and two sons.
Glenn is the owner and lead at GM Insurance in Lowell. Mr. Mello is also a Financial Services Professional through NYLIFE Securities LLC. Mr. Mello is an avid community volunteer and serves on many boards in Lowell. For two years, Mr. Mello chaired the Friends of LCCPS Golf Tournament. He is best known, however, as the long-time host and MC of the Dracut Scholarship Foundation's successful annual phone-a-thon featured on public access television.
MFA Assets Management
Matt is a Retirement Plan Specialist at MFA Asset Management where he specializes in retirement plan design and compliance, trusts, custody, fiduciary issues, fund governance and plan investments. Prior to MFA Asset Management, Mr. Cahill served as Compliance Manager for Great Hill Partners. Mr. Cahill earned his Bachelor of Arts from Saint Anselm College and his law degree from Suffolk University Law School.
